What began as RCMP investigations into local drug distribution in Victoria, BC, progressively developed into a wide net that was cast over an ethnically diverse criminal network. The main target in Project E-Page was Simon Chow Kwok Cheung, a Canadian-based âRed Poleâ official bearer of the Hong Kong 14 K triad group. In 1997, Simon Chow was identified to be the supplier of David Au, a mid- to high-level distributor in Vancouver and Victoria areas, who on many occasions couriered drugs and money for Simon Chow. Barry Liu and Peter Wu, both mid-level heroin and cocaine traffickers who operated in the Victoria region, were supplied by David Au; they in turn distributed to various street-level traffickers, many of whom were ethnically non-Asian. In 1998, Simon Chow was identified as a heroin importer and wholesaler who was in charge of organising two heroin shipments destined for Canada, along with BCB co-investors including Kwok Keung, Kwok Chung, Yeung Wall Yip, and Ng Chun Kit (a broker in the second shipment). The investigation involved physical surveillance and telephone interceptions in Canada, China, and Asia. No undercover civilian or police officers were involved in the project; confidential informants regularly supplied accurate information to their police handlers (PCBC 1999b: Dec 16).
In January 1998, Simon Chow and his partner Srisomwong planned to import 150 units of heroin into Canada. The source of this shipment originated from the Thailand-Burma region, and Simon Chow personally arranged the deal through Srisomwong who at the time resided in Thailand and acted as a broker between him and the Burma mountain tribe suppliers who owned the heroin factory. However, while travelling to Thailand, to meet with Srisomwong, Simon Chow got arrested for various non-drug-related criminal activities, and the scheme was temporarily stalled. Although initially involved as an investor, Kwok Keung acted quickly in response to the arrest and took over the exportation arrangements in Asia. He was able to coordinate the shipment routes to successfully smuggle the loads into both Canada and Australia. After Simon Chow was released from Thai prison, he met with Kwok Keung in China throughout the summer of 1998. He arranged for his worker Chan Hong Gat in Vancouver to meet numerous times with Chi Hang (at the order of Kwok Keung) locally, where Hong Gat would obtain five to ten units of heroin each time to either traffic locally or export to the US. As these units were âfrontedâ to Simon Chow on credit, and considering that he also borrowed bribe monies from other parties for his jail release, he accrued a fairly large amount of debt by the fall of 1998.9 To counter his accumulating debt, Simon Chow attempted to organise a second shipment of 360 units (270 kg) of heroin from Burma in the beginning of 1999. This time he made a down payment of hundreds of thousands of dollars to Srisomwong and also enlisted the help of Chun Kit (a BCB) as his Hong Kong agent to collect monies from the investors in Asia, totalling just over CAD 1 million.
